Electronic Financial Services Council

Promoting the availability and delivery of financial services in electronic commerce.

The Electronic Financial Services Council (EFSC) would like to offer you the opportunity to subscribe to the Electronic Financial Forum (Forum) for 2003. Forum sessions are once-a-month interactive teleconferences tailored to the interests of those professionals engaged in the electronic delivery of financial services, and firms providing support to the financial services industry. Each focused comprehensive Forum session features a special guest speaker or speakers including specialists, lobbyists, attorneys, legislators, regulators.

The EFSC, a national organization dedicated solely to promoting changes in law necessary to facilitate the electronic delivery of financial services established the Forum in 2001 as a way of keeping companies interested in the electronic delivery of financial services abreast of legal, legislative and regulatory developments. At each session Forum participants will benefit by:

Learning “inside the Beltway” insights on pending regulatory and legislative activity and prospects for future developments affecting the electronic delivery of financial services, and

Exploring, in depth, topics of interest to electronic financial services providers.

The Forum provides a unique opportunity for participants to obtain, on a regular basis, up-to-the-minute intelligence on the activities of policymakers and timely presentations offering practical advice on “hot topics” affecting the electronic financial services industry.

The following is an illustrative list of topics covered in 2002 and 2003 Forum sessions:

UNCITRAL’s Proposed International Convention on Electronic Contracting (2002)
Presenters: Thomas Smedinghoff, Partner, Baker & McKensie
Herald Berman, Legal Office, U.S. Department of State

Participants discussed the United Nations Commission for International Trade Law’s (UNCITRAL) development of an international convention that would specify the legal rules for electronic contracting. The UNCITRAL project could result in the development of basic default rules for electronic contracting that could be of fundamental importance for cross border electronic commerce.

Federal Financial Privacy Legislation (2002)
Presenter: Congressman Bob Ney (R-OH)
Participants had an opportunity to discuss the prospects of federal privacy legislation with Congressman Ney, a long time member of the House Financial Services Committee. Congressman Ney was the sponsor in the 107th Congress of a federal preemption bill that would have favorably impacted the financial services industry.

Assessing Privacy/ Security Compliance (2003)
Presenters: Loretta Garrison, Federal Trade Commission
Amy Friend, Office of the Comptroller of the Currency

Review of emerging compliance and litigation issues arising from the financial privacy and security provisions of Title V of the Gramm-Leach-Bliley Act.

Complying with Federal Consumer Protection Laws in Internet Mortgage Transactions (2003)
Presenters: Chris Weinstock, First Vice President and Senior Counsel, Countrywide Home Loans
Robert J. Flemma, General Counsel, Lending Tree

How to comply with the Truth in Lending Act, the Real Estate Settlement Procedures Act, the Equal Credit Opportunity Act, the Fair Credit Reporting Act, and other consumer protections laws in the Internet environment.

The Forum offers an interesting dynamic that is unparalleled because it adapts to the rapid changes in the electronic financial services industry. Each quarter, additional topics for the Forum will be selected based on participants’ interests pertinent to the issues facing the electronic delivery of financial services. THE REMAINING 2003 SCHEDULE!

The Forum’s monthly interactive teleconference sessions are held on the third Thursday of each month, 12:00 p.m. – 2:00 p.m. ET. The Forum agenda along with respective meeting discussion materials are posted to a protected area on our web site and mailed electronically to all Forum subscribers and purchasers in advance of the monthly sessions.

TWO WAYS TO BE INVOLVED!

EFSC offers two convenient ways to stay on top of the issues with an annual subscription and a pay as you go program.

An Annual Subscription

For an annual fee of $3,000 a company is eligible for one line into the Forum teleconference each month. Purchasing an annual subscription allows you the ability to never have to worry about signing up for the next teleconference and the subscription saves you $540 each year. Forum subscription fees are payable annually prior to the start of October each year. The Forum subscription year runs from October 1 to September 30 of the following year.

To subscribe to the Forum, participants should submit their subscription applications along with a payment via mail or electronically. Those who submit subscriptions after the subscription year has commenced will have their membership fee prorated and the remainder of the fees applied to the up coming year. If you are submitting a check via mail please make checks payable to the "Electronic Financial Services Council" and send with the printed application form to:

It also gives companies the ability to purchase additional lines into the teleconference in case someone or multiple people from another branch office would like to attend. To sign up for an individual program, choose the program you wish to attend from the Forum schedule, complete the application form, and submit it to the EFSC headquarters electronically, or print out the application and fax 202-216-9646 or mail it to the address listed above. All payments for individual teleconferences must be made in advance of the program and require at least 24 hours notice.
